I tried copying the file’s inside the CODEX folder from the update manually to my game directory. After doing that, all DLC maps/characters shows and was able to use it all just fine.

After installing the updates I put the codex files into the “Street Fighter V Arcade Edition > StreetFighterV > Binaries > Win64”
The game starts fine but whenever I try to select a DLC character all I get in “Your selection is currently unavailable”, What have I done wrong?
