Just wanted to say, THANKS A MILLION for providing a working update patch to v1.02.
I compared the one that you provided from CHRONOS, against the one from ANOMALY, and the setup installer from ANOMALY is using Python, and it seems that they either forgot to add something to the installer script, or something went wrong during the compiling and creation of their setup installer, which is preventing it from being run and executing the setup for the patch to be installed.
CHRONOS update patcher works perfectly and is using a simple, customized Windows based installer. I believe that CHRONOS was using something like Inno Setup 6 to compile their setup installer to put together the patch update v1.02 for Scarlet Nexus.

thank you very much for explanation and link. The same is happening for Sniper Ghost Warrior Contracts 2 Update v1.03 incl DLC from ANOMALY and of course for all ANOMALY updates releases: double-click and nothing happens.

I think you dont have to use the setup to update. You can just copy and paste the file .
